Are hot water water heater elements insulated?
They look like they are bare metal, but that would pose an electricution hazard right? Is the metal you see an earthed outer sheath?
The nichrome heating wire is surrounded by ceramic beads. The whole thing is covered by a metal tube that keep the water out while passing heat to the water. Yes, the tube you see is this grounded (by the mounting contact with the tank) sheath. But even if this sheath fails, the leakage current is contained inside the grounded tank, so it does not pose a shock hazard unless the tank was not grounded, properly. The current through the water does produce tank and heating element corrosion and lots of gas production in the water. The element does not last long once the sheath leaks water.
